Correct me if I am wrong but are you not allowed to register players from below the BSP level (cutoff of the window) outside the window as long as they were not registered to anyone governed by the transfer window since it closed?

You can sign anyone as long as they are unattatched. Their level doesn't have anything to do with it. The transfer window doesn't apply below the BSP but if we were to buy someone from below us, we'd have to do it in the next couple of hours.
