Promotion from Step 5 to Step 4

At Step 4 level, does anyone know the reason why the Rymans has 24 teams, whereas the Evo-Stick Northern and Calor Southern only has 22 teams in each of it's divisions?

Simply because their clubs wanted to increase to 24 for this season. They may regret it though if they struggle to play their 4 extra fixtures each due to the weather.
