As we are registered with the English FA, wouldn't any transfere, even between and English and Scottish team still have to be completed by 5pm, and the 12pm time would only apply between scottish FA teams?

No, its only the buying team that matters.
Hence how Robbie Keane is currently having a medical at Celtic. (good for us, surely they won't sign anymore?)
