Formal planning permission is NOT required but notification to the LA is required. I suspect details of rectification/method of demolition of the site will be required and monitored by ENC.

It's never cheap to demolish buildings even when entering into a contract with a demolition company that gives them the right to retain items that have a re-usable value, for example Structural Steelwork etc. However, demolition will probably mean that Cousins won't have to continue to pay business rates on empty buildings and won't be paying utility bills and other expenditure.

True although considering Cousins had no intention of using the site for football it's surprising he has waited so long seeing as whatever he does with the site the stadium will be gone.
If anything this is the worst outcome as at least the other requests to build on the site had some sporting facilities albeit rather poor.

Cousins, in my option, was just paying 'lip service' to the covenant on the land by including the inferior proposals for the community pitch. He's had a major set back by the planning refusal last May for his shopping/hotel/cinema proposals and he didn't take the option of appealing the Local Authority decision so can't be very confident of any success in overturning the committee's decision.
It will be interesting to see what other options he and his agent propose for the site. Let's hope it continues to be a 'white elephant' in his property portfolio.

So what's his motive for mentioning this?
You'd need to ask him that but given his previous record I doubt it's anything to do with improving grassroots facilities in his constituency.
