For example, the SSML managed to finish a 40 game season in their step 6 league by April 27 last season (and a 42 game season in their Step 5 league) - with all teams finishing at the same time.

No, only one team gets promoted from the UCL prem.

One of the top 2 yes obviously depending on successful ground applications. It might not be impossible for 2 teams to be promoted from a step 5 league, 2 teams were promoted (Egham and Guernsey) from the Combined Counties Premier last season, though I'm not entirely sure why this was allowed, I assume another division had no eligible teams for promotion.

Last season divisions feeding the Isthmian League were allowed to promote 2 clubs due to that leagues expansion, that was for one season only and didn't affect the UCL anyway.
