Starms picked the squad the night before the game, and at that point we didn't know if Dev's transfer would go through in time ready for him to play on the Tuesday evening. Louis Smith had been given a place in the squad as a reward for his excellent form for the U21's, and it would have been unfair on him to then replace him with Dev when the transfer did go through on time.
